Why is Symantec paying $10 per click for the keyword “anti virus software” when the next top bid is $1.88?

Becose if the second higher bid is 1.88, Symantec will only pay 1.89 !!!

I think they don’t want to be caught in a bidding war just to secure the top spot thus the high bid value.
